Ingress sync timeout for new workspace deployment

Sometimes, during new workspace provisioning, ingress configuration/sync times out. Most likely due to faulty cleanup by che and or kubernetes controller.

The issue can be reproduced by creating and then deleting the workspace in quick succession. It can also be reproduced in a minikube deployment using Dex instead of keycloack for auth.
